~ Sacramento, California - On September 17, 2025, Governor Gavin Newsom proclaimed the day as "Constitution Day and Citizenship Day" in a proclamation issued today. The text of the proclamation can be found below.
For over 200 years, the United States Constitution has served as the foundation of our nation's government, providing a framework for our ever-evolving democracy. Crafted through compromise and collaboration, the Constitution united America's states and gave power to its people.
As we recognize this important milestone in our history, we must also acknowledge that for many years, the fundamental rights and freedoms enshrined in our Constitution were denied to large portions of our population. Today, we honor the leaders and activists who have fought for equality and justice throughout our nation's history.
However, Governor Newsom reminds us that progress should never be taken for granted. In a time where efforts to roll back hard-won victories are at an all-time high, it is crucial that we remain united in protecting the promise of our democracy. We must continue to strive towards living out the meaning of "e pluribus unum" - out of many, one.

On this day, California joins the rest of the nation in reaffirming our commitment to equality, freedom, and opportunity for all. Governor Newsom has officially declared September 17th as "Constitution Day and Citizenship Day" in California.
In his proclamation, Governor Newsom states that he has signed several bills into law including AB 149 by the Committee on Budget - Public resources trailer bill and SB 105 by Senator Scott Wiener (D-San Francisco) - Budget Acts of 2021, 2023, 2024, and 2025. He also announced that Proposition 1 funding will continue to support vulnerable homeless populations throughout California.
The West Coast Health Alliance has also issued unified vaccine recommendations ahead of the upcoming winter virus season, in response to the Trump Administration's politicization of the CDC. Governor Newsom has also signed a new law that breaks from future federal guidance and prioritizes science-based recommendations for vaccines.
As Governor Newsom continues to push for reforms and strengthen California's mental health support systems, billions of dollars in voter-approved Proposition 1 funding will be distributed to communities across the state, including Oakland.
