VENTURA, Calif. - Californer -- Cabrillo Economic Development Corporation (Cabrillo EDC) proudly brought home three major honors at the Southern California Association of Non-Profit Housing's (SCANPH) 2025 Homes Within Reach Awards, earning recognition for Developer of the Year, Project of the Year, and Staff of the Year.
Held annually, the Homes Within Reach Awards celebrate exceptional individuals, organizations, and projects advancing affordable housing across Southern California. Award recipients embody SCANPH's vision of vibrant, inclusive communities where everyone has access to an affordable home.
Cabrillo EDC received the prestigious Developer of the Year award, which recognizes an organization that consistently develops creative, innovative solutions to overcome obstacles in affordable housing development. This honor highlights Cabrillo EDC's nearly 45-year commitment to building, managing, and preserving affordable housing communities for low-income families, farmworkers, seniors, and veterans throughout Ventura and Santa Barbara County.

"We are so grateful and honored to be recognized by SCANPH as Developer of the Year," said Victoria Brady, CEO of Cabrillo EDC. "This award reflects the dedication of our entire team, as well as the support of our partners, residents, and community leaders who share our mission of ensuring housing equity for all. Every development we undertake is about more than just housing; it's about creating thriving communities where individuals and families can succeed."
The organization also won Project of the Year for Dolores Huerta Gardens and Bianca Farmer, Director of Resident and Community Services, was honored as Staff of the Year. Dolores Huerta Gardens, a groundbreaking affordable housing community in Oxnard named after labor rights icon Dolores Huerta, faced significant funding, entitlement, and logistical hurdles – challenges made more complex by the realities of developing in a high-cost region. Yet Cabrillo EDC brought the vision to life and Dolores Huerta Gardens now stands as a beacon of social progress. Bianca Farmer leads Cabrillo EDC's resident and community engagement programs, overseeing clinical and supportive services for hundreds of residents. With her unique blend of clinical expertise, cultural sensitivity, and compassionate leadership, Farmer ensures that affordable housing is about more than just buildings, but also about fostering thriving and healthy communities.
