SAN DIEGO - Californer -- Carter brings more than two decades of military leadership experience, extensive knowledge of Warrior care and transition, and a deep personal commitment to supporting ill and injured service members as they navigate the challenges of transitioning from military to civilian life.
A native of Rock Hill, South Carolina, Carter is a graduate of the U.S. Naval Academy, U.S. Naval Postgraduate School, and Air War College. He retired from the United States Marine Corps in late 2020 following a distinguished 26-year career.
During his military career, Carter served in a variety of roles and commands as a helicopter pilot and space operations officer. He is a veteran of multiple combat deployments to the Balkan Peninsula, Iraq, and Afghanistan. One of his most impactful assignments was serving as the Officer-in-Charge of the Balboa Detachment of Wounded Warrior Battalion - West at Naval Medical Center San Diego from 2014 to 2017.
It was during this assignment that Carter was introduced to the critical work of Warrior care. His experience working directly with the most seriously wounded, ill, and injured service members gave him a firsthand understanding of the challenges Warriors face during their recovery, rehabilitation, and reintegration from active duty.

Carter has served on the Board of Directors for over three years, and he is excited to take the helm. "The Warrior Foundation, with its Freedom Station housing model, has long held an important place for me with respect to Warrior care and transition. Embarking on this opportunity to serve as the chair of its board of directors is nothing short of an honor, but also a solemn duty, as we endeavor to chart a path across this ever-evolving landscape," said Carter.
As Chairman, Carter will work closely with WFFS leadership and the Board of Directors to advance the organization's mission and strengthen its ability to provide Warriors with the resources, opportunities, and support they need to build successful, independent lives after military service.
Carter retired from the Marine Corps and later joined Northrop Grumman's Aeronautics Sector in Palmdale, California, supporting the flight test directorate and every program within the sector. In 2023, he began his current role as the Rancho Bernardo site program manager for the Aeronautics Sector's Chief Information and Digital Officer.
