Calvetta Phair, Founder of The On It Foundation & CEO of America's Workforce Solution, LLC, receives the prestigious Dudley D. and Delores R. Malone Memorial Flight Training Scholarship — proving the sky is not the limit, but the beginning.
OKLAHOMA CITY - Californer -- Calvetta Phair, Founder & CEO of America's Workforce Solution, LLC (AWS) and Founder of The On It Foundation, has been awarded the Dudley D. and Delores R. Malone Memorial Flight Training Scholarship by the Aircraft Owners and Pilots Association (AOPA) Foundation - a merit-based honor recognizing exceptional aspiring aviators committed to the promise of flight. The scholarship supports Phair's active pursuit of her Private Pilot License (PPL), a personal milestone that mirrors the soaring ambitions she has spent decades nurturing in young people across America's most under-resourced communities. https://www.youtube.com/watch?v=i0WrQxm5T2I
"I have built my life around the belief that no zip code should determine a child's destiny. Earning this scholarship is not just about my journey into the sky - it's a message to every young person I've ever served: your dreams have altitude. Soar." - Calvetta Phair, CEO, America's Workforce Solution, LLC & Founder of The On It Foundation
Phair will begin her flight lessons right here in Oklahoma City - proudly recognized as the Aviation Capital of America - home to the FAA's Mike Monroney Aeronautical Center, Tinker Air Force Base, and more than 338 aerospace and aviation firms. Her training takes place in the same city where she has contracted with OIC OKC to deliver Workforce Development and Employment Services, empowering residents across the Oklahoma City community with the skills and opportunities they need to build sustainable, meaningful careers. For Phair, learning to fly in the Aviation Capital is both a personal triumph and a living demonstration of what becomes possible when barriers are removed and opportunity is extended to all.
Phair brings to aviation the same tenacity that has defined her 26-year career in the U.S. Department of Defense marketplace. As the founder of America's Workforce Solution, LLC — an SBA 8(a)-certified, Economically Disadvantaged Woman-Owned Small Business (EDWOSB) and Woman-Owned Small Business (WOSB) — she has built an organization deeply rooted in defense and advanced manufacturing workforce solutions, supporting the men and women who sustain America's most critical military and industrial operations. AWS delivers specialized talent acquisition, workforce development, and staffing solutions across defense agencies and manufacturing sectors where precision, security clearance compliance, and mission readiness are non-negotiable.

And through its patent-pending SaaS AI HR/HRIS platform ReferAll.ai - Google for Startups AI Award winner, AWS is modernizing how federal and businesses identify, vet, and retain the skilled workforce that will keep America's workforce strong.
But behind every contract award and technology milestone is a deeper mission. In 1999, long before AI and defense contracts entered her world, Phair founded The On It Foundation — a national 501(c)(3) dedicated to digital equity, now operating for 26 years. With national strategic partnerships and numerous STEM/STEAM program tracks, The On It Foundation has placed computers, connectivity, and hope in the hands of children who had been told those things weren't for them. Today, the Foundation integrates workforce readiness, aviation awareness, and technology literacy - with Phair's own flight training journey becoming a living lesson that even the sky can be reached from the ground up.
"When I started The On It Foundation, I had experienced firsthand what it felt like to be locked out of the digital world when I couldn't afford a computer for my daughter. I refused to let another generation feel that. Now, as I train to fly in America's Aviation Capital, I want our STEM scholars to know that aviation, engineering, and technology are fields that belong to them too." - Calvetta Phair, Founder of The On It Foundation
The AOPA Foundation's Dudley D. and Delores R. Malone Memorial Scholarship was established to honor individuals whose lives exemplify the transformative power of flight. Phair's selection reflects not only her personal commitment to aviation but the broader story she represents: a small business owner, innovator & entrepreneur, defense leader, and community servant who refuses to accept artificial ceilings - in the cockpit or in the boardroom.
As The On It Foundation continues expanding its STEM programs to reach young people in under-resourced areas across the country, Phair is calling on communities, corporations, and individuals who believe in equitable opportunity to invest in the next generation of dreamers, builders, coders, engineers - and yes, pilots.
