California can now close its books on one unified, modern financial platform following the completed accounting cutover.
SACRAMENTO, Calif. - Californer -- The Financial Information System for California (FI$Cal) has completed the transition of the State of California's official accounting book of record onto the FI$Cal platform, a milestone mandated by Assembly Bill 127. The change consolidates the State's authoritative accounting ledger onto a single modern system used for budgeting, procurement, cash management and accounting.
The transition, delivered under FI$Cal Director Subbarao Mupparaju, replaces legacy arrangements and is among the largest public financial-systems modernizations in the country. It affects how California reconciles transactions, processes payments and closes its books.
"This milestone will create efficiencies across all accounting operations while paving the way for further system improvements," said Subbarao Mupparaju, Director of the Financial Information System for California.

Mupparaju was appointed Director by Governor Gavin Newsom in May 2026. A technology executive with more than three decades across the public and private sectors, he previously served as FI$Cal's Chief Deputy Director and Chief Information Officer, as Chief Information Officer of the California Department of Housing and Community Development, and as the State's Chief Enterprise Architect at the California Department of Technology. Before entering public service he held technology leadership roles at Hewlett-Packard, IBM and Tata Consultancy Services. He holds a master's degree from PSG College of Technology and is a certified Project Management Professional (PMP).
