SACRAMENTO ~ Today, Governor Gavin Newsom signed a number of bills into law, including AB 342 by Assemblymember Avelino Valencia (D-Anaheim), AB 400 by Assemblymember Blanca Rubio (D-Baldwin Park), AB 592 by Assemblymember Lori Wilson (D-Fairfield), AB 648 by Assemblymember Avelino Valencia (D-Anaheim), AB 1140 by the Committee on Insurance, AB 1395 by Assemblymember Eduardo Garcia (D-Coachella), AB 1560 by Assemblymember Heath Flora (R-Modesto), AB 1716 by the Committee on Environmental Safety and Toxic Materials, AB 1763 by the Committee on Agriculture, AB 1765 by the Committee on Revenue and Taxation, SB 95 by Senator Richard D. Roth (D-Riverside), SB 151 by the Committee on Budget and Fiscal Review, SB 247 by Senator Scott Wilk (R-Santa Clarita), SB 343 by Senator Nancy Skinner (D-Berkeley), SB 388 by Senator Bob Archuleta (D-Pico Rivera), SB 432 by Senator Dave Cortese (D-San Jose), SB 544 by Senator John Laird (D-Santa Cruz), SB 743 by Senator Janet Nguyen (R-Huntington Beach) and SB 852 and 891 respectively.
The Governor also vetoed three bills: AB 316 authored by Assemblymember Cecilia Aguiar-Curry (D-Winters) regarding autonomous vehicles; AB 957 authored Lori Wilson regarding family law; and AB 1306 authored Wendy Carrillo regarding immigration enforcement.
AB 342 requires applicants for licensure as an architect or real estate appraiser to provide demographic information to the California Architects Board or Bureau of Real Estate Appraisers.

AB 1763 creates an industry funded standardization program for food and agriculture under the Cannella Environmental Farming Act of 1995.
AB 1765 makes changes related to income tax administration including installment agreements, suspension, forfeiture, and revivor.
SB 95 makes various changes related to commercial transactions in California.
SB 151 ratifies an agreement between the State of California and State Bargaining Unit 6 employees concerning wages, hours, working conditions, health benefits, retirement benefits, leave benefits and other terms of employment for represented employees in Bargaining Unit 6 from July 1st 2019 through June 30th 2022.

SB 247 exempts barbering or cosmetology services from certain alcoholic beverage licensing requirements when provided at certain events or locations that are not licensed premises under specified circumstances.
SB 343 makes various changes related to child support laws in California including establishing a uniform statewide process for issuing income withholding orders for child support payments from unemployment insurance benefits or disability insurance benefits paid through public programs administered through the State Department of Social Services or Employment Development Department respectively.
SB 388 makes various changes related to alcoholic beverage taxes including beer manufacturer returns and schedules as well as other provisions relating to alcoholic beverages taxes imposed upon beer manufacturers or wholesalers who sell beer directly or indirectly within this state under specified circumstances .
SB 432 makes various changes related to teachers' retirement plans including providing additional options for members who are eligible for service retirement but have not yet retired as well as other provisions relating to teachers' retirement plans administered through CalSTRS .
SB 544 amends Bagley Keene Open Meeting Act allowing state bodies that are subject to Bagley Keene Open Meeting Act requirements may hold meetings via teleconferencing under specified circumstances .
SB 743 makes various changes related to false claims made against insurers .
SB 852 authorizes searches of persons who are supervised under specified circumstances .
SB 891 makes various changes relating transportation laws in California .
