City and Long Beach Unified School District Ratify New Master Joint Use Agreement for Shared Usage of Facilities

Long Beach, CA ~ Long Beach, CA - After nearly 30 years, the City of Long Beach and Long Beach Unified School District have come to an agreement on an updated facility-sharing agreement. The new Master Joint Use Agreement was approved by the Long Beach City Council on June 3, 2025, and by the LBUSD Board on June 16. This five-year agreement includes two five-year renewal options and aims to promote more equitable and efficient use of shared facilities while strengthening the partnership between the city and school district.

Mayor Rex Richardson expressed his excitement about the new agreement, stating that it is a significant step in their continued partnership with LBUSD. He believes that collaboration is crucial in creating a stronger and more inclusive system for community members to access quality spaces and enriching programming.

The previous facility-sharing agreement between the City's Department of Parks, Recreation and Marine (PRM) and LBUSD was established in 1986. Over the past few years, both parties have been working together to develop an updated agreement that would enhance their partnership. The last time the agreement was renewed was in 2006.

With a favorable vote of 8-0 from the City Council, the Master Joint Use Agreement allows for reciprocal use of PRM and LBUSD facilities for recreational, educational, and civic activities. Under this agreement, the City has second priority use of LBUSD facilities after LBUSD events and programs, while LBUSD has second priority use of PRM facilities after PRM events and programs. This arrangement benefits the community by providing facilities that promote health and general welfare while also fostering good citizenship through recreational programs.

Brent Dennis, Director of Parks, Recreation and Marine, believes that this updated agreement reflects their shared commitment to equity, collaboration, and community well-being. By working together with LBUSD, they can maximize community access to spaces where people of all ages can gather, play, and thrive. This partnership opens up more possibilities for everyone.

The updated agreement goes beyond the previous one by providing reciprocal use of all PRM and LBUSD facilities, including site-specific specialty agreements that were not previously covered. This includes facilities such as the Naples Elementary School tennis courts and Cesar Chavez Elementary School gymnasium. Additionally, the new agreement establishes a Facilities Management Committee, made up of representatives from both PRM and LBUSD. This committee is responsible for administering and coordinating the agreement while promoting equitable and efficient use of facilities. They also work together to create a Master Use Schedule, which further promotes efficient priority usage of facilities. Other changes to the agreement include structured facility usage fees and associated staffing costs to ensure equity and fiscal neutrality.
