With Silicon Valley as its hub and being the birthplace of the tech industry, California continues to dominate this sector and is home to 32 out of 50 top AI companies nationwide.

Governor Gavin Newsom expressed his pride in California's technology industry, which has contributed to making the state the fifth largest economy in the world. He also emphasized that as the AI industry continues to grow, California is taking a thoughtful approach in implementing this new and fast-moving technology for the benefit of its citizens.

The state has recognized the potential of AI and has launched efforts to harness its power while also ensuring responsible use through policy guardrails. In 2023, Governor Newsom signed an executive order outlining California's measured approach to state generative AI (GenAI) procurement. This has shaped ethical, transparent, and trustworthy deployment of GenAI while maintaining California's position as a global leader in this field.

In 2024, Governor Newsom announced initiatives to utilize GenAI technologies in solving various challenges such as reducing traffic and addressing homelessness. The state also co-hosted a GenAI summit with leaders from academia, industry, civil society, and government to discuss how best to use this transformative technology for Californians.

To further solidify its position as a leader in AI, California partnered with NVIDIA in August 2024 for a first-of-its-kind collaboration. In September of that year, Governor Newsom brought together experts on GenAI to develop effective guardrails for deploying this technology based on empirical and science-based analysis.

Last year, Governor Newsom signed several bills aimed at combatting deepfake content such as sexually explicit deepfakes and requiring AI watermarking. These measures also protect performers' digital likenesses and address deepfake election content.

In other news, Governor Newsom announced appointments on March 11, 2025, including Adele Burnes as Chief at the Division of Apprenticeship Standards. Burnes has been Acting Chief since 2024. Additionally, in 2024, the state recovered over $13.5 million worth of stolen goods through a crackdown on retail theft. In anticipation of incoming storms, Governor Newsom has directed a whole-of-government effort to prepare and protect burn areas in coordination with Los Angeles.
