Long Beach, CA ~ Long Beach, CA - The City of Long Beach has announced the appointment of Jaime Gutierrez as the new Executive Director for the Long Beach Workforce Innovation Network (LBWIN). This decision was made effective immediately and comes after a thorough recruitment process. Gutierrez will be responsible for overseeing the Economic Development Department's Workforce Development Bureau, as well as the City's adult and youth employment centers, WorkPlace and Future LB.
City Manager Tom Modica expressed his confidence in Gutierrez, stating that his extensive background in workforce development and dedication to community impact make him the ideal candidate for this position. Modica also emphasized the city's commitment to creating equitable workforce opportunities for all.
In his new role, Gutierrez will report to Bo Martinez, Director of Economic Development. He will provide strategic leadership in close coordination with business and industry, academia, state and nonprofit entities. Additionally, he will oversee the Workforce Development Board and play a key role in major personnel initiatives such as retention, recruitment, and building a strong talent pipeline for the future.

Martinez welcomed Gutierrez to the team and highlighted his leadership experience and knowledge in workforce policies and operations as valuable assets to the department's vision of creating equitable opportunities for workers, investors, and entrepreneurs. He also believes that Gutierrez's expertise will help position Long Beach as a magnet for 21st-century talent.
Gutierrez brings with him an extensive career in local, state, and national government. Most recently, he served as Chief Deputy Director for the California Employment Training Panel where he managed various complex programs. In this role, he worked closely with the Governor's Office and Labor & Workforce Development Agency to support employers and workers across California. Prior to that, he was Chief of California Employment Development Department's Central Office Workforce Services Division where he oversaw large-scale programs such as the Workforce Innovation and Opportunity Act.
Expressing his gratitude for being appointed as Executive Director, Gutierrez stated his commitment to advancing economic development initiatives that will benefit Long Beach businesses and residents. He believes that by aligning efforts with the needs of both job seekers and employers, LBWIN will continue to foster economic resilience and build a workforce ready to face future challenges.

Gutierrez holds a Bachelor of Arts in Psychology and a certification in Organizational Change Management from California State University, Sacramento.
The City also expressed its appreciation for Alisa Munoz, who has been serving as Acting Executive Director of LBWIN during the recruitment process. Munoz played a vital role in maintaining the momentum of workforce programs and operations. She has now resumed her role as Workforce Development Officer.
