The community page allows importers to submit filing problems, share solutions, and contribute discoveries not found in any official CBP documentation. Every submission is verified against CBP source documents before publication.
The launch comes as an estimated $166 billion in overpaid duties remains available to approximately 330,000 eligible U.S. importers through the federal CAPE portal. CBP data shows that small and medium businesses, generally defined as those with under $10 million in annual import volume, are filing at a fraction of the rate of large institutional importers with dedicated trade attorneys and in-house compliance teams.

"While many trade guides suggest outsourcing this process to a traditional customs broker, doing so introduces a severe Duplicate Entry Number Prohibited system lock," said Omar El Adli, founder of TariffGuru.com. "Because both the importer and the broker can technically file, high-fee brokers are aggressively racing to validate files first. This automatically blocks the small business's independent filing, traps their account status, and subjects their cash to unexpected back-end contingency percentages."
The community page also serves as the primary notification signup for Phase 2 of the CAPE program. Phase 2 will cover entries currently excluded from Phase 1, including AD/CVD suspension entries, reconciliation entries, and entries past the 80-day liquidation window. CBP has not announced a Phase 2 timeline. Importers with excluded entries can register now to be notified the moment Phase 2 opens.
