CHARLESTON, W.Va. - Californer -- A coalition of election integrity advocates, policymakers, and state leaders in West Virginia today announced their support for the Election Integrity Network's Model Election Laws Handbook, calling it a comprehensive "gold standard" resource for strengthening election administration.
The 116-page Model Election Laws Handbook provides a complete statutory framework based on the ten principles of election integrity and the US Citizens Elections Bill of Rights. It covers all aspects of the election process – from ensuring only eligible American citizens are registered to vote, to maintaining accurate voter rolls, to conducting secure, auditable, and transparent elections.
Citizens, legislators, and election officials say the handbook offers a timely, practical roadmap for advancing proven reforms tailored to West Virginia's legal and administrative structure.
West Virginia Senator Patricia Rucker stated: "This handbook is an amazing tool for legislators, organized by concern or issue, with model legislation ready for consideration. This handbook will be a priceless help for legislators like myself who care deeply about election integrity."
Ed Fisher, Founder of Citizens for West Virginia Election Integrity, added: "We have needed to have this information published in one source for years, and finally it is in our hands — including the US Citizens Elections Bill of Rights. The examples in this handbook will help us promote legislative language that addresses our most pressing election vulnerabilities."

West Virginia Delegate Rick Hillenbrand said: "Who could oppose elections that are transparent, fair, and trustworthy—where every legally eligible citizen gets one vote, one vote only, and every lawful vote is counted accurately? The Election Integrity Network's Model Election Laws Handbook provides exactly what lawmakers, lawyers, engineers, election officials, and citizens need: a practical, easy-to-follow roadmap of proven policy solutions that states can adapt to address their most pressing election integrity challenges."
West Virginia is a leader in promoting election integrity, and leaders say the handbook offers significant guidance in crafting laws that promote secure, auditable, and transparent elections. Developed through extensive legal research and collaboration with state coalitions, election officials, and policy experts nationwide, the handbook equips lawmakers with model policy frameworks, legislative drafting guidance, and an appendix of relevant court decisions and best practices.
