~ SACRAMENTO - Governor Gavin Newsom has made several appointments today, August 7, 2024, to various positions within the state government.

Kirk Haynes, a Democrat from Fresno, has been reappointed to the Board of State and Community Corrections. Haynes has been serving on the board since 2021 and currently holds the position of Chief Probation Officer at the Fresno County Probation Department. He has been with the department since 1994 and has held various roles such as Job Specialist, Deputy Probation Officer I-IV, Probation Services Manager, and Probation Division Director. Haynes also served as a CORE Program Instructor for the State Center Regional Training Facility's Police Academy from 2012 to 2018. He began his career as an Eligibility Worker for the Fresno County Department of Social Services in 1994. Haynes holds a Bachelor of Science degree in Public Policy Management from the University of Oregon.

William "Bill" Scott, a Democrat from San Francisco, has been appointed to the Board of State and Community Corrections. Scott is currently serving as Chief of Police for the City of San Francisco since 2017. Prior to this role, he was Deputy Chief of Police at the Los Angeles Police Department from 2015 to 2017 and served as a Police Officer there from 1989 to 2015. Scott is a member of both the Police Executive Research Forum and National Organization of Black Law Enforcement Executives. He earned his Bachelor of Science degree in Accounting from the University of Alabama.

Leanna Lundy, a Republican from Tehachapi, has been appointed Warden at California State Prison, Los Angeles County. Lundy has been serving as Acting Warden since 2023 and previously held the position of Warden at California City Correctional Facility from 2021 to 2023. She also served as Chief Deputy Administrator at the facility in 2021. Lundy has held multiple positions at California Correctional Institution from 2008 to 2021, including Correctional Administrator, Chief Deputy Administrator, Captain, and Correctional Lieutenant. She will receive a compensation of $187,884 for this position.

Hala Madanat, registered without party preference from San Diego, has been appointed to the Independent Citizens' Oversight Committee. Madanat has been Vice President for Research and Innovation at San Diego State University since 2022 and has held various roles there since 2008, including Interim Vice President of Research and Innovation, Director, Professor, Associate Director, and Associate Professor. She is a member of the American Public Health Association and American Academy of Health Behavior. Madanat holds a Doctor of Philosophy degree in Sociology and a Master of Science degree in Community Health from Brigham Young University. She also earned her Bachelor of Science degree in Biological Sciences from the University of Jordan.

Brett Lockman, a Republican from Sonora, has been appointed to the Osteopathic Medical Board of California. Lockman is currently serving as President of Sierra Biotensegrity since 2017. He previously held the position of Medical Director of Pain Medicine for Adventist Health from 2018 to 2019 and was Chief Executive Officer and President of Advanced Wellness Sports and Spine from 2011 to 2016. Lockman also served as a Staff Physician at the Carolina Back Institute from 2009 to 2010. He is a member of Osteopathic Physicians and Surgeons of California. Lockman holds a Doctor of Osteopathic Medicine degree from Michigan State University College of Osteopathic Medicine and a Bachelor of Science degree in Human Physiology from Michigan State University.

In other news, Governor Newsom signed tribal-state gaming compacts between the State of California and the Timbisha Shoshone Tribe as well as the Elem Indian Colony of Pomo Indians of the Sulphur Bank Rancheria, California. These compacts will allow for the expansion of gaming operations on tribal lands.

Additionally, California's earthquake Early Warning System has successfully notified millions of Californians through emergency alerts, some up to 35 seconds before shaking began. This system continues to lead the country in emergency management and disaster preparedness.

Furthermore, in 2024, the Governor's Unified Cannabis Enforcement Task Force has seized over $120 million in illegal cannabis and eradicated nearly 123,000 illegal plants. Through these efforts, officials have destroyed more than 37 tons of illegal cannabis.
