SACRAMENTO ~ Governor Gavin Newsom of California has filed an amicus brief with the U.S. Supreme Court in the case of City of Grants Pass v. Johnson, asking for clarification on whether state and local governments can take reasonable actions to address the homelessness crisis.

The Governor believes that while cities should not criminalize homeless individuals for sleeping outside when they have nowhere else to go, courts have gone beyond this narrow limit to block any number of reasonable efforts to protect homeless individuals and the public from the harms of uncontrolled encampments. He believes that these rulings are confusing, impractical and costly, and only serve to worsen this humanitarian crisis.
