Updates on City of San José Services and/or Operations

To keep our community and employees safe from the increasing positivity rate of the highly transmissible Omicron variant and the still present Delta variant, the following temporary changes are being made. We continue to monitor the situation and may extend these changes if needed.
  • San José City Council Resumes Virtually on Jan. 11: Out of an abundance of caution, the Jan. 11 City Council meeting will be conducted virtually. The virtual meeting will start at 1:30 p.m. Councilmembers and presenters will teleconference from remote locations. The public can watch the meeting on the City's YouTube Channel. To make public comment during the meeting, email councilmeeting@sanjoseca.gov. Additional instructions for public comment are posted in the meeting agenda.

    Please note, there will not be a City Council meeting on Jan. 18 due to the Dr. Martin Luther King Jr. Holiday.
  • 2022-2023 Preliminary General Fund Forecast and Budget Study Session: The City Council Study Session scheduled for Jan. 14 to discuss the 2022-2023 Preliminary General Fund Forecast and Budget will be conducted virtually. For more information, visit the City's Council Agenda and Minutes page.
  • Permit Center and Cashier Services Switch to Virtual Appointments Only Through Jan. 28: The City is temporarily closing the Development Services Permit Center and Cashier Services on the first floor of City Hall through Jan. 28. Staff are rescheduling any January in-person Permit Center appointments as virtual appointments. Self-scheduling of virtual appointments continues to be available for Planning, Building, Public Works, Fire, and Cashier and Business Tax services - find links to the service you are interested in at www.sanjoseca.gov/PermitCenter.   • Code Enforcement 4th Floor Window Services Switches to Virtual Appointments Only Through Jan. 28: The Code Enforcement service window on the 4th Floor at City Hall is also closing through Jan. 28. Staff are rescheduling any January in-person appointments as virtual appointments. Code Enforcement's inspection work will continue and you may request service using the Request Code Service online form. For additional information, visit www.sanjoseca.gov/CodeEnforcement.
  • Eviction Help Center: The City's Eviction Help Center at City Hall will be closed for in-person services until Jan. 20. The Eviction Help Center location at the Franklin-McKinley School District Office, 645 Wool Creek Dr., San Jose 95112, will remain open to assist tenants and landlords with the application process for pandemic-related emergency rental assistance. Although residents may drop in, we strongly encourage people to make appointments. Due to the recent COVID-19 Omicron surge, the Eviction Help Center is increasing social distancing, which means it can accommodate fewer people.   • No Changes to San Jose Public Libraries or Community Centers: Currently, there are no changes to library or community center hours and services. As a reminder, you can visit the Virtual Recreation Center online, and may conduct the following services virtually: the library's online collection, eLibrary card registration, elLearning resources, virtual programs, streaming services, and online help at sjpl.org.
  • San José Police Department: Services in the Police Department's main lobby have been reduced through Jan. 31 to help mitigate the spread of COVID-19. Fingerprinting is only available for court orders, bookings, registrations, and warrant requests. The main lobby will continue filing police reports that do not qualify for online reporting.   • The San José Public Library kicks off the 2022 Laptop Donation Drive with HP: In partnership with HP, the San José Public Library (SJPL) and the Library Foundation launched their Laptop Donation Drive on Jan. 3 to refresh and repurpose used laptops and tablets. Repurposed laptops will provide local students and adults participating in Library programs the technology needed to thrive! Donations are tax-deductible and can be made at any SJPL location until Feb. 12. For more details, visit sjpl.org/LaptopDrive.
  • COVID-19 Recovery Task Force Meeting, Thursday, Jan. 13: Representatives from the 55 organizations appointed to the COVID-19 Recovery Task Force will hold their third meeting on Jan. 13 at 6 p.m. via Zoom (https://sanjoseca.zoom.us/j/95403063660). The COVID-19 Recovery Task Force web page (https://www.sanjoseca.gov/your-government/departments-offices/office-of-the-city-manager/community-and-economic-recovery-task-force) includes the list of Task Force members, meeting materials, and other resources.   • Guidance on Isolation and Quarantine: The California Department of Public Health recently updated guidance on isolation and quarantine timeframes (https://www.cdph.ca.gov/Programs/CID/DCDC/Pages/COVID-19/Guidance-on-Isolation-and-Quarantine-for-COVID-19-Contact-Tracing.aspx) to align with the guidance from the Centers for Disease Control and Prevention (https://www.cdc.gov/media/releases/2021/s1227-isolation-quarantine-guidance.html) (CDC).

    If you test positive for COVID-19 (Isolate):

    Everyone, regardless of vaccination status:
    • Stay home for five days
    • If you have no symptoms or your symptoms are resolving after five days, you can leave your house
    • Continue to wear a mask around others for five additional days

    If you were exposed to someone with COVID-19 (Quarantine):

    Those boosted or recently fully vaccinated:
    • Wear a mask around others for 10 days
    • Test on day 5

    Those not boosted or unvaccinated:
    • Stay home for five days, wear a mask around others for an additional five days
    • If you can't quarantine, you must wear a mask for 10 days
    • Test on day 5
  • Masks Required for All Public Indoor Settings: The California Department of Public Health (CDPH) is requiring masks (https://www.cdph.ca.gov/Programs/CID/DCDC/Pages/COVID-19/guidance-for-face-coverings.aspx) to be worn in all indoor public settings regardless of vaccine status through Jan. 15. This new requirement is in response to the rising case rate and hospitalizations. In addition to the updated requirement on mask wearing, CDPH offers guidance on getting the most out of masking (https://www.cdph.ca.gov/Programs/CID/DCDC/Pages/COVID-19/Get-the-Most-out-of-Masking.aspx).
Updates from Santa Clara County
  • Isolation and Quarantine Support Program: As of Jan. 3, the County has aligned its isolation and quarantine guidance with the California Department of Public Health, as listed above. The County COVID-19 Support Team provides resources to County residents who test positive for COVID-19 or are identified as contacts to a positive case to enable them to isolate or quarantine safely.   • Fully Vaccinated and Boosted Required in High-Risk Settings: The Santa Clara County Health Officer issued a health order on Dec. 28, 2021, requiring up-to-date COVID-19 vaccination for workers in certain higher-risk settings in light of the rapid surge in cases due to the Omicron variant. Under the new order, workers must be fully vaccinated and boosted, if eligible for a booster, by Jan. 24 in these higher-risk settings:
    • Skilled nursing facilities, long-term care facilities, adult day care facilities, and memory care facilities;
    • Healthcare facilities where patient care is provided, as well as medical first responders;
    • Jails and other correctional facilities, and
    • Congregate shelters.
COVID-19 Vaccine, Testing, Tracing, and Support Services
  • No Appointment Necessary for COVID-19 Vaccinations: The vaccine clinic locations listed below do not require advance appointments, however, capacity and wait times may vary. Vaccines are free, and no insurance or proof of immigration status is required. Anyone age five or older is eligible. Staff will be onsite to support language needs and disability access. Individuals seeking vaccination are encouraged to arrive at least one hour before closing time. Additional clinic dates and locations are added frequently, check www.sccfreevax.org for the most up-to-date information. For Santa Clara County locations outside of San José, visit the County's vaccinations web page (https://covid19.sccgov.org/covid-19-vaccine-information).

    Booster shots are now recommended for everyone 16 and older and available to those who received Pfizer or Moderna for their second dose at least six months ago or who received the Johnson & Johnson vaccine at least two months ago. The Pfizer booster dose is available to anyone 16 and older; the Moderna booster is available to anyone 18 and older.

    At the sites where there are **, vaccines for 5-11 are not available.Appointments Available for Testing This Week: Appointment-based testing continues at locations throughout Santa Clara County. For locations outside of San José, visit the County's COVID-19 testing web page (https://covid19.sccgov.org/covid-19-testing). Walk-ins continue to be accepted at standing pop-up sites in San José.

    County test sites provide COVID-19 tests free of charge, regardless of immigration status, and no doctor's note is needed. For people without COVID-19 symptoms, the County currently offers indoor and drive-through sites. People with symptoms are directed to drive-through sites to reduce the chance of getting others sick.

    All healthcare systems are required by the County order to offer free testing to symptomatic persons, persons who have been exposed to a confirmed COVID-19 case, and all essential workers.     All test sites are mapped on the County's website at www.sccfreetest.org. The site is available in English, Spanish, Vietnamese, Chinese, and Tagalog. Information is also available by calling 2-1-1.
