Governor Newsom announces appointments 8.27.25

SACRAMENTO – Governor Gavin Newsom today announced the following appointments:

Jamie Jones, of Sacramento, has been appointed Senior Advisor for Strategic Initiatives, Community Engagement, and Outreach at the California Department of Veterans Affairs. Jones has been Assistant Deputy Secretary of Veterans Services at the California Department of Veterans Affairs since 2024, where she was previously a Staff Services Manager III from 2022 to 2024. She was a Staff Services Manager II at the California Department of Health Care Services from 2019 to 2022. Jones was a Staff Services Manager I at the California Department of Veterans Affairs from 2016 to 2019. Jones was an Associate Governmental Program Analyst at the California High-Speed Rail Authority from 2015 to 2016. She was an Associate Governmental Program Analyst at the California Department of Veterans Affairs from 2013 to 2015. She was a Staff Services Analyst at the California Department of Justice from 2008 to 2013. Jones is an enrolled member of the Chickasaw Nation. This position does not require Senate confirmation, and the compensation is $168,552. Jones is registered without party preference.

Rakesh "Ricky" Pal, of Elk Grove, has been appointed Deputy Secretary for Minority Veterans Affairs at the California Department of Veterans Affairs. Pal has been an Associate Governmental Program Analyst at the California Department of Veterans Affairs since 2020. He was the Veterans Service Officer for the Merced County Veterans Service Office from 2018 to 2019. Pal was a Constituent Service Representative in the Office of United States Congressman Jeff Denham from 2013 to 2018. He was a Senior Case Manager for the Sacramento Veterans Resource Center from 2010 to 2013. Pal was Deputy Director of Central Valley Homeless Veterans from 2006 to 2008. He served as an E-4 in the United States Army from 2000 to 2005. He earned a Bachelor of Science degree in Human Services from the University of Phoenix. This position does not require Senate confirmation, and the compensation is $159,504. Pal is registered without party preference.

David Galaviz, of Los Angeles, has been appointed to the California State Parks and Recreation Commission. Galaviz has been Associate Vice President of Community and Local Government Partnerships at the University of Southern California since 2018, where he has held multiple roles since 1997, including Executive Director of Local Government Relations, Community Outreach at the University of Southern California Health Science Campus, and Executive Director of Community Health Partnerships. He was Legislative Director in the Office of Gilbert Cedillo in the California State Senate from 1997 to 2003. He is a board member of Weingart ELA YMCA and the Los Angeles Parks Foundation and a member of the Exposition Park Community Advisory Council. Galaviz earned a Master of Public Administration degree from the University of Southern California and a Bachelor of Arts Degree in Political Science from the University of California, Los Angeles. This position requires Senate confirmation and the compensation is $100 per diem. Galaviz is a Democrat.

Matthew Asner, of Northridge, has been appointed to the State Rehabilitation Council. He has been President and Chief Executive Officer at The Ed Asner Family Center since 2018. He was Vice President of Development at Autism Society of America from 2016 to 2018. Asner was Director of Corporate Development at Autism Speaks from 2014 to 2016, where he was Executive Director from 2012 to 2014. Kimberly Rutledge, of Sacramento, has been appointed to the State Rehabilitation Council. Rutledge has been Director of the California Department of Rehabilitation since 2025, where she was Deputy Director of Legislation and Communications from 2022 to 2025. She held several positions at the California Department of Social Services from 2016 to 2022, including Chief of the Adult Programs Policy and Quality Assurance Branch and Adult Protective Services Program Liaison. Rutledge held several positions at United Domestic Workers of America, AFSCME Local 3930 between 2012 and 2016, including Budget and Policy Analyst and Assistant Legislative Director. She was an Independent Policy Consultant at the County Welfare Directors Association of California from 2011 to 2012. Rutledge was a Sweeney Graduate Intern on Disability Policy at the National Academy of Social Insurance in 2011. She was a Graduate Policy Intern at the Disability Community Resource Center from 2010 to 2011. Rutledge was a News Copy Editor at the Sacramento Bee from 2005 to 2009. She is a member of the National Academy of Social Insurance. Rutledge earned a Master of Social Welfare degree from the University of California, Los Angeles and a Bachelor of Journalism degree from the University of Missouri, Columbia. This position does not require Senate confirmation, and there is no compensation. Rutledge is a Democrat.

Hilary Lentini, of Los Angeles, has been reappointed to the State Rehabilitation Council, where she has served since 2023. Lentini has been Chief Executive Officer at Lentini Design & Marketing Inc since 1990. She is a member of the California Workforce Development Board and the National Association of Women Business Owners. Lentini earned a Bachelor of Fine Arts degree in Communication Design from the University of Illinois, Chicago. This position does not require Senate confirmation, and there is no compensation. Lentini is a Democrat.

Shannon Coe, of Davis, has been reappointed to the State Rehabilitation Council, where she has served since 2024. Coe has been a Community Parent at WarmLine Family Resource Center since 2018. She was a Program Coordinator at the California Foundation for Independent Living Centers from 2011 to 2015. Coe was a Consultant at Humanity & Inclusion in 2009. She was an Urban Youth Development Worker for the United States Peace Corps from 2004 to 2006. Coe was a Mentor at the Youth Empowerment Project in 2003. She was Acting Program Coordinator at Fulfillment Fund Teen Access Program from 2002 to 2003. Coe is a member of the State Independent Living Council. She earned a Master of Public Administration degree in International Management from the Middlebury Institute of International Studies and a Bachelor of Arts degree in Mass Communications from the University of California, Berkeley. This position does not require Senate confirmation, and there is no compensation. Coe is a Democrat.
