SACRAMENTO ~ Today, Governor Gavin Newsom signed a series of bills into law that strengthen protections and supports for LGBTQ+ Californians. The measures, which were championed by the California Legislative LGBTQ Caucus, are aimed at creating safer and more inclusive spaces for all Californians.
The legislation includes AB 5 by Assemblymember Rick Chavez Zbur (D-Los Angeles), which sets implementation timelines for required LGBTQ+ cultural competency training by public school teachers and staff. SB 857 by Senator John Laird (D-Santa Cruz) establishes an advisory task force to identify LGBTQ+ pupil needs statewide and assist in implementing supportive initiatives. AB 223 by Assemblymember Christopher Ward (D-San Diego) requires any petition for a change of gender and sex identifier by a minor to be kept confidential by the court.
"California is proud to have some of the most robust laws in the nation when it comes to protecting and supporting our LGBTQ+ community," said Governor Newsom. "These measures will help protect vulnerable youth, promote acceptance, and create more supportive environments in our schools and communities."

Senator Susan Talamantes Eggman, Chair of the California Legislative LGBTQ Caucus expressed her appreciation for Governor Newsom's partnership in signing these priority bills into law. "This year the LGBTQ Caucus took up the important work of protecting our communities in the face of vile anti-LGBTQ+ rhetoric, discriminatory laws across the country, and hatred," she said.
Equality California Executive Director Tony Hoang also praised Governor Newsom's commitment to improving and protecting the wellbeing of the LGBTQ+ community as they face growing attacks from far-right extremists. "While states across the nation are passing legislation that puts LGBTQ+ people and especially youth at risk," he said, "California is sending a clear message today — hate-filled attacks will not be tolerated."
The full list of bills signed by Governor Newsom includes AB 5, AB 223, AB 760, AB 783, AB 994 SB 372, SB 407 SB 760 and SB 857. These measures are expected to have a positive impact on California's LGBTQ+ community as they work towards creating safer spaces for all Californians.
